Summary

The Outreach and Services Coordinator/CS2 Entrepreneur will work with 
the NCEC Coordinator, the Northampton Mayor’s Office and the NCEC to 
provide a continuum of services and opportunity for at-risk youth, 
prospective workers and current workers (youth, young adults, and 
adults) to move along an educational and career continuum to achieve 
greater success. This position will actively participate in a citywide 
partnership that is connected to a statewide educational initiative, 
Communities and Schools for Success (CS2), both of which are dedicated 
to developing innovative and culturally responsive dropout prevention 
strategies. As a member of this citywide partnership, the Outreach and 
Services Coordinator will provide a bridge between the work at area 
schools, agencies and programs and the Northampton Community Education 
and Learning Center. The Northampton Community Education and Learning 
Center will be a one stop education and resource center providing 
transitional programs to higher education, adult basic education 
programs, job training, and family support services.

Job Status

This position is a full-time grant funded position. Funding is in place 
for one year beginning April 1, 2008. The City and the Consortium are 
committed to seeking on-going funds to continue the position on a 
permanent basis. It is expected that this position will eventually 
transition to the NCEC if it becomes an independent non-profit entity or 
its administrative agency.

Supervision

Works under the direction of the Economic Development Coordinator with 
review through reports and conferences.

Specific Duties

1. Meet on a semi-monthly or as needed basis with the other city-wide 
CS2 Entrepreneurs located at the School Department and Smith Vocational 
and coordinate with the Regional Employment Board to identify, refer and 
provide services for youth at risk of dropping out of high school and 
youth/young adults (age 14-24) who are out of school to re-enter school, 
obtain GED diploma, enter into higher education or obtain employment or 
job training skills. Case management responsibilities as determined in 
collaboration with above partners.

2. Develop, implement and coordinate outreach and recruitment efforts in 
partnership with schools, agencies and programs for youth, young adults 
and their families to access education and career services available in 
the region. Outreach efforts will include but not be limited to: 
community outreach to youth living or spending time on the streets of 
Northampton to engage them in NCEC programs; outreach to workers and 
employers to engage workers or the workforce in NCEC programs that 
promote employment, job training, and job advancement; coordination and 
collaboration with other local and regional youth, unemployed, and 
worker outreach programs.

3. Works with and meets regularly with Consortium partners and 
Consortium Coordinator to identify gaps in services, develop community 
partnerships to address community needs for education and career 
services, to develop program goals, to identify funding sources, and to 
coordinate outreach activities within the overall context of NCEC 
activities.

4. Assist with the development, implementation and integration of 
programs that address identified gaps in services such as:
a. Education planning and counseling
b. College and Job fairs
c. College, Career and Workplace readiness training
d. Assistance with family support services such as childcare, 
transitional assistance, drop-in center, family literacy, etc.
e. Improved transportation options to area colleges and essential service

5. Design, implement and maintain a system for tracking participants 
served by the Downtown Northampton Community Education and Learning 
Center that meets the tracking requirements of funding sources.

6. Provide advocacy, referrals and coaching for participants as they 
pursue and engage with educational and career programs.

7. Participate in CS2 network meetings and program initiatives.

8. Prepare reports and program information as required by the 
Consortium, the Mayor’s Office, and funding agencies.

9. Assist with fundraising as necessary to support outreach programs.

10. Other duties as assigned by Mayor and Consortium.

Training, Skills and Knowledge

• BS in Education, Youth Development, Career Development or related field

• 3 years direct service experience and ability to develop strong 
rapport with one or more of the following populations: out of school 
youth, youth placed at risk of dropping out of school, under/unemployed 
young adults, and their families.

• Demonstrated experience working successfully with diverse populations 
such as young people, families, workers, and culturally/racially diverse 
populations.

• Demonstrated ability to design and implement educational programs or 
workshops in college, work and career readiness that are responsive to 
youth, unemployed, and workers.

• Experience working in multi sector collaborative initiatives (for 
example-community based agencies, secondary education, post secondary 
education)

• Excellent communication and writing skills and ability to work with a 
variety of municipal, regional, education, business and community 
groups, as well as young people and families from diverse socio-economic 
and racial backgrounds. Bi-lingual (Spanish/English) a plus.

• Computer skills including Microsoft Word, Excel

Physical Requirements

Ability to operate general office equipment including computers, 
copiers, phone system, calculators, projectors. MA driver’s license and 
ability to drive a vehicle to attend meetings, outreach sessions, 
conferences, etc.

Work Schedule

The Outreach Coordinator will work a 35-hour per week schedule. A 
flexible schedule with late afternoon, evening, and weekend hours is 
anticipated to meet program goals.
