The email chain is really encouraging, both for this particular RFP and as 
an indicator of your appetite for collaboration!   It seems like it would 
be helpful to have an ad hoc meeting among organizations that might be 
interested in participating, and also to identify one or two organizations 
that might be interested in taking a lead.  I would be happy to help 
facilitate this conversation to explore the opportunities to build 
collective impact into this proposal.  So, I will assume that people who 
responded are interested in participating in the meeting.  If you didn't 
respond, feel free to join in now.  Also, please indicate any interest in 
playing a leadership role.  Thanks.

Great idea Jamilah.
 
Last year the City sent a similar letter to the DOL in response to another 
RFP.  I believe the DOL issued an amendment that allowed for providers to 
serve 16 year olds who have been involved in the adult justice system.

Hello All,
 
I have a suggestion. Maybe we are not ready for this yet but...in terms of 
the part of our mission that supports advocacy maybe we should give it a 
try.
 
How about drafting something from the network that speaks to how this 
clause discriminates against all NY orgs? This is the second RFP that has 
been written in a way that means that orgs in NY state are not eligible 
simply due to that fact that NY prosecutes 16 year olds as adults.
 
Just a thought....

Hi all – 
 
The issue that Jamilah raises is a really compelling one, and has been an 
issue in New York for some years (with respect to jurisdiction). 
 
DCJS and OJJDP, over the last 20 years, have not funded programs that were 
targeting JO’s (Juvenile Offenders, ages 13 – 15, held in DJJ custody, but 
prosecuted automatically as adults by virtue of crime charged) nor 
programs focusing on 16 and 17’s, because they were outside the state’s 
juvenile justice jurisdiction. 
 
Friends will not be applying directly to the Department of Labor rfp – but 
would be a willing subcontractor/partner/collaborator/conspirator. 
 
I think just about everyone is in RFP hell right now – but I’d be happy to 
explore this further.  I will take a closer look at it and will email any 
clever ideas.

PAL would also be interested in a possible collaboration for the Juvenile 
program.

Has anyone looked at the RFP in depth. It sounds like one that came out 
last year. NY orgs were excluded because of the clause that youth can't be 
charged as adults before 18 and NY charges all our youth as adults at 16 
irrespective of severity of offense.

Dear NYREN members, 
Many of you have probably seen the RFP, described below, from the US DOL 
for educational interventions connected to reentry.  I looked at RFP, and 
it seemed to me that it might provide an opportunity for at least some of 
the NYREN organizations to collaborate in a concrete effort to build 
collective impact, and in the process to increase funding to members of 
the network.  I realize that this particular grant opportunity may be too 
soon (proposals are due on March 13 for the Reentry of Ex-Offenders Adult 
Generation and on April 17 for the "Serving Young Adult Ex-Offenders 
through Training and Service-Learning.")  It may also  be that some NYREN 
organizations are already planning to apply for this grant.  I didn't want 
to miss the opportunity to explore possibilities for collaboration among 
organizations that might enhance collective impact and, in the process, 
perhaps increase the scope and service alignment of any particular 
proposal and thus the competitiveness of any proposals from NYREN members. 
 If the Center can be helpful in facilitating those systems linkages, we 
would be happy to do so.  Even if this particular opportunity isn't one we 
are ready to pursue, I didn't want to miss the chance to begin to explore 
how funding opportunities might enhance the sustainability and support for 
NYREN orgs and the systemic impact of the network itself.

  Serving Young Adult Ex-Offenders through Training and Service-Learning 
adult Reintegration of Ex-Offenders (RExO) Adult Generation 5 
US Department of Labor announces availability of funds to help young adult 
former offenders get on right track through training and service learning
WASHINGTON — The U.S. Department of Labor today announced the availability 
of approximately $30 million in grants through its Training and Service 
Learning program for projects to help young adult ex-offenders gain 
valuable jobs skills while giving back to their communities through 
service. 
"We are a country that believes in second chances," said Secretary of 
Labor Hilda L. Solis. "The grant competition announced today will fund 
programs that give young people the chance to get their lives back on 
track by serving their communities and learning new skills." 
Awarded through a competitive process, the grants will provide 
participants with meaningful community service projects and service 
learning opportunities, educational intervention to help them earn high 
school diplomas and industry recognized credentials, a career development 
component that seeks to place each participant in a job that also teaches 
skills, and post-program support and follow-up. 
The department expects to award a minimum of 20 grants. Any nonprofit 
organization, unit of state or local government, and Indian or Native 
American entity eligible for grants under the Workforce Investment Act's 
Section 166 may apply.
