[Partnerships] ownership?

A few programs have mentioned that their biggest challenge is building a collective sense of ownership for the partnership. What are some suggestions that you might have to help build a sense of ownership among partnership members, especially now as they are thinking about how their partnership can best address the next phase of strategic planning?
