[Partnerships] Recommendations to DOE wanted

I agree that there should be some more specifics about the outcome/goal of 
the community planning process.  Give us a goal and we'll reach it!  There 
are a lot of models out there.  If its creativity that DOE is looking for, 
this is not the place to get it.  Planning is pretty black and white.  The 
Department of Housing and Community Development (DHCD) has a pretty thorough 
"manual" for Community Action Agencies to follow for their strategic planning 
process, that includes sample needs assessment surveys, research techniques, 
focus group information, etc.  A template is provided as a guide.  

Again, I would recommend to ABE programs that they contact their local 
Community Action agency (there are 25 in the state.    see www.MASSCAP.org 
for a listing)
All CAA's are right in the middle of this process and their plan is due to 
the state in August.  ABE programs could piggy back on this.  We are doing 
that in Haverhill and it saves a lot of time and legwork and duplication.
