[Partnerships] Recommendations to DOE wanted

I think it would be most helpful if there were a template (expandable or 
shrinkable, as need be) to which all could direct their attention, 
activities, and, ultimately, response to DOE.  Perhaps within this template 
could be several (say, 10) topics, with a number of specific questions 
requiring responses.  There should also be a "gloss" for each topic/questions 
explaining exactly what Bob is trying to ascertain.  This approach, I 
believe, would help us get to the heart of what Bob wants and would save time 
wasted trying to guess if we're going in the right direction at the 
appropriate level of specificity, etc. etc....DOE/Bob should remember that 
very few (if any) of us are professionally trained researchers, community 
planners; or statisticians, and fewer want to be.  So just tell us what you 
want, in as few words as possible, and we can probably  deliver!  Let's not 
rediscover the wheel.
