a very limited impact on the adult literacy field; it has not engendered
much discussion on the EFF discussion list, it has not been evaluated to
demonstrate what beneficial outcomes it has or might not have for adult
literacy education, and it has bent to meet the requirements of the
OVAE/DAEL NRS reform effort. All this does not lead me to accept the
proposition that EFF is the flagship of contemporary reform efforts in
adult literacy education in the United States as George has stated.
