Seeks Comments for
Reauthorization
"My office is...interested in ideas that we can use in the upcoming
reauthorization process...We have a place on the Department of Education's
website at <http://www.ed.gov/offices/OVAE> for comments," confirmed
Assistant Secretary Carol D'Amico in an interview with Techniques, a
publication of the Association of Career and Technical Education. The
website, she said, is "the best place to follow the progress of our teams
and the best place for sharing ideas that will help us in Preparing

Holt Departs,
Horton Takes
On Chief's Job
Chief of Staff David Holt is returning to Indiana for family reasons May 23,
Assistant Secretary D'Amico announced this week. Holt is ending his weekly
midwest commutes to return to his former position as director of education
policy and congressional affairs for the Indiana Chamber of Commerce.
D'Amico also announced that Amy Horton who recently was hired as
communications director will now replace Holt in the Chief's slot. Horton
has substantial Congressional experience including serving as a Deputy Staff
Director for the House Subcommittee on Criminal Justice, Drug Policy and
Human Resources. Best wishes go to both!
Civics Education
On Administration's
Launch Pad
Listen up state and local English Literacy/Civics providers. John
Bridgeland, who heads President Bush's national service initiative has a
working group to promote civics education classes and standards in public
schools, according to the Washington Post. The Post reports that a reference
to the growing need for civics education was included in--but ultimately
deleted from--President Bush's State of the Union Address because the idea
still needed workable steps. Thoughts on the drawing board now may include
offering state incentives for adopting civics education, expansion of
"service learning," and drafting a civics curriculum that could be delivered
online. We're hoping to use the dialogue to inform our work on EL/Civics.

Migrant Family
Literacy Funds
Ready to Go
Approximately $7M is available for comprehensive family literacy projects
for migratory families working in agriculture or related industries, the
Department announced this week. Applications for the Migrant Education Even
Start program are due by close of business on July 5. The estimated range of
awards is $75,000-$300,000. Organizations meeting the definition of "novice"
applicants found in the application receive a five-point competitive
