FY '02 Appropriations
Considered by Senate
The Senate passed the FY 2002 Labor-HHS-Education Appropriations bill on
November 6 by a vote of 89-10 and appointed its members of the Conference
Committee. The funding levels for adult education in the bill are unchanged.

GAO Report
Focuses on
Full Integration
Mandatory partners in one-stop centers face barriers--including program
requirements and financial concerns--that impede program integration, says a
Government Accounting Office (GAO) report released last month. GAO, the
investigative arm of Congress, prepared the report at the request of the
Senate authorizing committee. Our Department's comments, included in the
report, emphasize that full integration of programs envisioned by the
Department of Labor and studied by GAO is not required by WIA. Other models,
including coordination, also are acceptable under the statute. For links to

Alternative
Assessments:
A Real Alternative?
A new Committee on Quality Measures for Alternative Assessments of Adult
Literacy met October 27 at the National Academy of Sciences to begin its
review of alternative assessments measuring and reporting learning gains in
adult education. The project, cosponsored by OVAE and NIFL, will analyze
current state efforts to develop performance-based assessments on broadened
content and work/life skills standards (such as Equipped for the Future). A
report, including a summary of the discussion and commissioned papers, is
expected for our State Directors' meeting here in February.
Technology for
Civics Education
PBS has developed and is marketing a Pioneer Living Series of videos that
cover civic participation, religious tolerance (including Islam), handling
stereotypes, improving health & wellness, personal/career development, and

Rudolph New
LAC Director
Elyse Barbell Rudolph, Deputy Executive Director of the Literacy Assistance
Center (LAC) in New York, has been named Executive Director effective
November 15. Rudolph replaces Michael Hirschhorn who has served as LAC's
Executive Director for six years. Prior to joining LAC, Rudolph served as
director of the New York City Professional Development Consortium. For more
