  Colleagues, 

  This is a question for those who know some history of the field. 

  We have two nationally known adult literacy programs, Laubach (LLA) and 
  Learning Volunteers of America (LVA).  With the great advance of adult 
  literacy in 1991, why weren't these programs utilized as a vehicle for the 
  expansion of adult literacy?  Both seem to be going concerns, but the 
  government set up a new structure, NIFL. 

  I may be really skewing the facts here. 

  Perhaps a federal interest was seen, in addition to these two other ventures, 
  I am thinking of Head Start and Evenstart, and what may have been seen as 
  building on these two federal programs.  Anyone know the thinking here?
