Pam,

I am a little confused.  Do the systemic relations to power create the 
barriers? (A woman has no confidence she can learn.) Are they inherent in 
approaching learning English?  Or are the barriers already present, in some 
form, and the power relations are such that the barriers can't be overcome? 
(No child care or transportation provided by the program.)  Your work sounds 
very interesting, maybe you could give examples of some of your findings.
