Sally,

I would be really interested to know your opinion about what accounts for the 
state commitment--I live in MA, too.  I get the feeling, but may be wrong, 
there there is close collegial linking between adult literacy people such as 
yourself and Bob Bickerton, then add David Rosen for his "All Call" style.  
Maybe it is SABES.  What do you think?
