I think it is up to educators to educate policy makers, to invite them into 
our worlds, without jargon, cant or obfuscation, and be very clear about what 
we know and what we don't know and need to know.   

A book you might enjoy is George Devereux's "From Anxiety to Method in the 
Behavioral Science."  Now out of print, but immensely valuable as a research 
tool when observing human communities (us), the impact of study on the 
community and on the observer.  Your thoughts seem to naturally head in this 
kind of direction, and Devereux comes to mind.
