The only difference between skill-based and meaning based definitions of 
literacy lie in the importance of the child or adult using literacy for THEIR 
OWN PURPOSES.  Literacy that is just skills-based could devolve into reading 
nonsense syllables perfectly.  

In a previous post I outlined two extreme positions, but talk about literacy 
seems to be extreme driven.  

I hope I'm not muddying the waters here.
