[NLA] House Proposed $55M Increase for Adult Education an Literacy

 I have advised the COABE Board and membership to stay the course...continue talking to their reps and senators. The events of September 11 are driving many legislative activities including funding issues. But the administration is tring to keep their agenda on a "normal" course whatever "normal" is these days. Also, I have advised the COABE people to be aware of the recission process which could occur anytime...that is the taking back of $$ from one prgram to fund another...it has been done before...The prblems associated with illiteracy, functional or otherwise do not go away because a larger tragedy happens.
