Jon Randall, who works tirelessly to organize and guide all of our efforts -
making sure that each issue is assigned to a Coalition member, and
monitoring the development of policy positions. Little would have happened
this year without his very hard work.

I agree with the need to celebrate victories and appreciate those that
helped make them possible. Garrett has done a great job for years...and is
one of our field's "national treasures." Christy Gullion and Lennox have
also done a lot to achieve these successes, and they deserve recognition as
well.
In terms of what the future holds, I think there will be continues growth
in spending on education. In the paper this morning, the Post reports that
there will be $4 billion more in ed funding this year...over what the
President requested. The money is there, the question is where does it go.
We have lost ground in our effectiveness to advocate on behalf of the
services and students served. If we get back to having an effective,
efficient effort, major achievements are possible.

This is great news. Everyone who helped make this happen through their
advocacy deserves a round of applause -- but I want to especially single
out
Garrett for his insightful analysis and presentation of this opportunity
because many of us would have missed it. I have no doubt that our ability
to achieve successes in the policy and funding arena will be increasingly
difficult over the coming months and years. This redoubles my resolve to:
(a) celebrate each victory to the max (we need some good news just as much
as we need the additional support for our work no matter how small or
large
they may be) and (b) to be like water, always looking for an opening, and
like an eagle, never losing sight of our destination/vision.

Because of the size and complexity of reconciling the House and Senate
versions of the re-authorized Elementary and Secondary Education Act
(ESEA)
the conferees are releasing agreements on the legislation sequentially -
as
these agreements are reached - rather than all at once. Yesterday's
conference meeting yielded agreements on several sections affecting adult
education. Christy Gullion of NIFL and I have agreed to analyze different
sections and post our findings on the NLA bulletin board.
I have just completed an analysis of the 21st Century Community Learning
Centers agreements. The House version of the new ESEA allowed such
Centers
to serve only school aged children. The Senate version allowed services
to
families of enrolled children. I am happy to report that the House
receded
to the Senate on this issue. Services to adult family members will be an
allowable activity. The Purpose section includes, "(3) offer families of
students enrolled in community learning centers opportunites for literacy
and related educational development."
This same phrase also appears in the definition of a Community Learning
Center.
There has been no decision yet about a funding level for this program.
Funds flow to state education agencies that in turn flow monies to
applicant
LEAs, community based organizations, other public or private entities, or
consortia thereof.
