The only explicit reference to libraries in the 21stCCLC sections of the
legislation is "expanding library service hours" as an allowable local
activity.  Libraries would certainly meet the criteria for eligible local
applicants, i.e., "Án eligible entity under this subpart is a local
educational agency, community based organization, other public or private
entity or a consortium of two or more of such groups."  There is also a
provision that allows the program to be located in other than an an
elementary or secondary school only if the facility is as available and
accessible to the students to be served as if the program were located in
the school.  Also, joint applications (an LEA with (an)other entitiy(ies)
are to be given priority.

One quick question--for the definition of community learning centers,
