[NLA] Congress approves continuing resolution through October 16

By a vote of 392 - 0, the House passed a continuing resolution to fund the
federal government through October 16, 2001.  By law, the Congress must
approve the federal budget for the upcoming fiscal year before October 1st.
In this case, Congress has not yet completed work on the FY '02 budget so
they have approved this two-week continuing resolution to give them more
time to finish this work.
