Secretary's Awards Go To 10 Local Programs
Ten local programs in nine states are winners of the 1998-99 Secretary's
Awards for Outstanding Adult Education and Literacy Programs. Arizona was
the only State to tie down two Secretary's Awards....Awards will be
presented at local sites by representatives of the Department as soon as
award plaques are available. Contact carroll_towey at ed.gov **

2000 Area Conferences Set
After extensive discussions with State Directors, OVAE's Division of Adult
Education and Literacy has set the following dates and locations for its
2000 Area Meetings:
Area I (Northeast) March 1 - 3 San Juan
Areas II - IV March 8 - 10 Chicago
The conference agenda will include a review and update of the National
Reporting System.
NJ Pilots One-Stop Tracking
It's more than brick-and-mortar one-stops for New Jersey. The state is
piloting software offering email and case management capabilities to track
clients across programs provided by the state departments of labor, health
and human services, education, higher education and commerce. Plans are to
roll out the software before the summer. Eligibility determinations can be
done by computer and clients referred to the right person or program.
Software can include educational outcomes. The system allows the state to
track individuals and families and provides a holistic view family needs.

Reading Expert Chall Dies at 78
Jeanne S. Chall, a reading expert whose work had a major impact on adult
education, died November 27 at her Massachusetts home. Chall was 78. Dr.
Chall vigorously supported phonics, a method of teaching beginners to read
by having them associate letters sounds represented. While other experts
de-emphasized phonics, Dr. Chall's research showed that knowing the alphabet
and sounds that make words are crucial. Dr. Chall taught for 26 years at
Harvard Graduate School of Education, until retiring in 1991. She was born
in Poland and moved to New York at age seven. She was the first family
member to go to college, graduating cum laude from City College. She earned
both a master's degree and a Ph.D. from Ohio State University. Chall taught
at Ohio State, Teachers College of Columbia University and City College
before joining Harvard.
