Appropriations

The President signed H.R. 3194, the omnibus FY 2000 appropriations bill on
November 30. As Public Law 106-113, it will appear at 113 Stat. 1501.

Wanted--Field Readers for EL/Civics Education Program

The Office of Vocational and Adult Education invites interested individuals
to apply to serve as field readers to evaluate grant applications for the
English Literacy and Civics Education Demonstration Grants Program (CFDA No.
84.191). If interested, fax a resume addressed to Ursula Lord or Karen Lee

"Virtual" One-Stops In DE

Delaware is creating virtual WIA one-stop centers that can link adult
learners with services and instruction available statewide. Delaware's
fourteen WIA partners, many already working together, are negotiating
virtual one-stops for customers. A person walking into an education, labor,
or health and human services program site will be linked to needed services
by a "virtual conversation," teleconference or phone call. Every State
building, shopping mall and college in Delaware already has a kiosk
providing links to locating services locally. These also will be used by the
new one-stop system.

LVA Programs Have Economic Impact

Literacy Volunteers of America's (LVA's) programs have a positive economic
impact according to LVA's recently unveiled study by the firm of A.T.
Kearney. The project's findings indicate that every dollar spent by LVA
creates a return to the U.S. economy of about $11. Tutors can further
improve the return by donating their time. The study also shows that
students are very satisfied with economic improvements they have realized
associated with LVA classes and are satisfied with the quality of
