FROM: NATIONAL COUNCIL OF STATE DIRECTORS OF ADULT EDUCATION
This summer both the House and the Senate will take up appropriations for
Adult Education. It is essential that, while we still have staff and
students available, we send a strong message to Congress about the need for
greater funding for Adult Education.
The recent budget agreement provides some $4.5 million additional for
education ($1.8 million of which is for additional Pell Grant funding), but
there is no guarantee that any of this will flow to Adult Education
(despite the President's request for a 12% increase) unless the field is
heard from.
Some members or staff may be hesitant because of the 44% increase given to
adult education last year - which becomes available two weeks from now.
Without calling attention to that increase, messages to Congress should
stress the need for additional funds, at the very least the 12% requested by
the President. Depending on your particular situations, you could cite one or
more of the following as rationales for additional funds:
A backlog of students on waiting lists which is likely to persist into the
new fiscal year (in spite of dollar increases).
The fact that Adult Education currently reaches only 6% of the eligible
population - according to the US Education Department. Is this true for you?
The fact that there is a greater reliance upon federal funds for Adult
Education than in any other major federally-supported program.
An anticipated (or already emerging) increase in demand due to (cite any
which apply in your situation):
* welfare reform;
* employment and training candidates needing basic skills to qualify;
* immigrants being denied benefits and pursuing citizenship;
* the importance of adult education -especially family literacy - to the
success of school reform;
* the emergence of technology to reach out to populations hitherto
unserved and the need for resources to support it.
Any other examples of need which you believe to be compelling.
Information about successful outcomes is also critical, especially to the
House. Congressman Porter (Chair of the House Appropriations Sub
Committee), says, he will only fund programs that have demonstrated success.
It is very important that all messages contain State or local examples
of need, which are far more likely to sway members of Congress than are
national generalities. Messages to Senators may contain examples drawn
from anywhere in the State. Messages to members of the House of
Representatives should, as much as is possible, contain examples from the
Representatives' own districts.
It is essential that all members of the relevant House and Senate
Appropriations Committees be contacted - especially members of the
Subcommittees having particular jurisdiction over Adult Education
appropriations. A list is attached. However, as many Senators and
Representatives as possible should be contacted. Those who do not serve on
the Appropriations Committees should be asked to contact members of those
Committees and request additional funding for Adult Education.
Time is important here - we want to be proactive at this time. Thanks.
