[NLA] Return on Investment

What did you all think of the report by John Tyler et al, Cognitive Skills Matter (NCSALL Report #15) and Andrew Sum et al.'s work, Left Behind in the Labor Market (available from Northeastern U)?  These reports contextualize some of the return on a learning investment, not necessarily a financial investment in the ABE system.  

One thing that I find in the ROI conversation is that by avoiding it, we lose the opportunity to point out to our potential friends and detractors that education across the board does not deliver equitably across racial, ethnic, rural/urban, gender, able-ness groups.  This inequality in our economic system SHOULD BE a large part of the ROI conversation as it is such a large part of the reality of our literacy work.
