[NLA] HR 1261

I have 3 questions:
1. Based on the text of what has been submitted (see:
http://edworkforce.house.gov/markups/108th/21st/hr1261/320main.htm )
it seems like the focus is ONLY on reading. However, the name of NIFL is being kept  and therefore I wonder if Congressional members have thought about the implications of this. The National Literacy Act of 1991 and I think a more recent Workforce Investment Act defined literacy as "an individual's ability to read, write, and speak in English, compute and solve problems at levels of proficiency necessary to function on the job and in society, to achieve one's goals, and develop one's knowledge and potential." 
My question: Is Congress proposing to change their definition of literacy to only focus on reading? I wonder if someone can point this out to the committee-that by Congressional Act, NIFL MUST focus on more than reading, if it is the National Institute for LITERACY.
2. Why has it been so quiet on this listserv, which is usually pretty noisy when things like this come up? Do people feel that it is hopeless?
3. Should we be acting proactively and contacting our SENATORS (we probably don't have time to make a major impact on the House)? If yes, can we please have some guidance?
