I have just read the text that Tim has referenced regarding the National
Institute for Literacy. He is correct in saying "It does mention the NIFL by
name, but the structure and focus seem to be very different." The focus is
generally all literacy and specifically Leave No Child Behind or K-12/K-3
literacy. So all the NIFL board members are in place, none have predominant
adult education experience or expertise and the language offered in the House
Committee is clearly co-opting NIFL for K-12.
My question is why should the adult education community be concerned about
the fate of NIFL? It isn't ours anymore; we already let it slip away.

PART B—NATIONAL INSTITUTE FOR LITERACY 1
SEC. 211. SHORT TITLE; PURPOSE. 2
(a) SHORT TITLE.—This part may be cited as the 3
‘‘National Institute for Literacy Establishment Act’’. 4
(b) PURPOSE.—The purpose of this part is to estab- 5
lish a National Institute for Literacy to provide national 6
leadership in promoting reading research, reading instruc- 7
tion, and professional development in reading based on sci- 8
entifically based research by— 9
(1) disseminating widely information on sci- 10
entifically based reading research pertaining to chil- 11
dren, youth, and adults; 12
(2) identifying and disseminating information 13
about schools, local educational agencies, and State 14
educational agencies that have effectively developed 15
and implemented classroom reading programs that 16
meet the requirements of subpart 1 of part B of title 17
I of the Elementary and Secondary Education Act 18
of 1965 (20 U.S.C. 6361 et seq.), including those 19
State educational agencies, local educational agen- 20
cies, and schools that are identified as effective 21
through the External Evaluation of Reading First 22
under section 1205 of the Elementary and Sec- 23
ondary Education Act of 1965 (20 U.S.C. 6365); 24
(3) serving as a national resource for informa- 25
tion on reading instruction programs that contain 26

the essential components of reading instruction as 1
supported by scientifically based reading research, 2
and that can lead to improved reading outcomes for 3
children, youth, and adults; 4
(4) developing print and electronic materials 5
that are directed toward describing and modeling the 6
application of scientifically based reading research; 7
(5) providing national and regional reading 8
leadership for State and local personnel that builds 9
capacity for the implementation of scientifically 10
based reading research; 11
(6) coordinating efforts among Federal agencies 12
that provide reading programs and services, and re- 13
cipients of Federal financial assistance under titles 14
I and III of the Elementary and Secondary Edu- 15
cation Act of 1965, the Head Start Act, the Individ- 16
uals with Disabilities Education Act, and the Adult 17
Basic Skills Education Act, and each Bureau funded 18
school (as defined in title XI of the Education 19
Amendments of 1978 (25 U.S.C. 2001 et seq.)); and 20
(7) informing the Congress, Federal depart- 21
ments and agencies, schools of education, and the 22
public of successful local, State, and Federal pro- 23
