[NLA] update on HR 1261

[Tim Ponder]

Last Thursday was the markup from the Subcommittee on 21st Century
Competitiveness and favorably reported to the full Committee on Education and
the Workforce. It is the full committee vote that appears to be tomorrow
(Wednesday) and not Thursday, as I previously stated.
