[NLA] Feedback from Congressional Office

Well, here it is at the end of the day and I can report that at least seven
people called Congressman Joe Wilson's office today.  The callers talked
with two different staffers.  Both said that the issue of routing AE money
to the One Stop for administrative purposes would be the governor's call,
and that Wilson supports gubernatorial discretion.  (I don't understand how
the governors would have discretion if the law actually states "This piece
of money shall be taken from this area, AE, and given to the One-Stop for
administrative purposes".  Jon, can you help here?) On the point concerning
for-profit entities receiving state grants, one of Wilson's staffers  said
that this is already the case now, through vouchers. Huh?  I have no idea
what this means.  On the third point, NIFL, we were told Wilson expects
NIFL would be included when the sub-committee reports out.  In summary, we
were also told that Wilson will support whatever the sub-committee produces.

Well, we tried.
