[NLA] Funding for Assessment Development

I have in my hand one of the administration's propaganda sheets, "The
Achiever", the official newsletter of No Child Left Behind.  The headline
is "$17 Million Awarded to States for Developing Assessments".  The story
says the money is to develop assessments "for all students" under No Child
Left Behind.  

Does anyone know how much money the administration has announced in new
grants to develop assessments for adults?
