U.S. Senate Confirms Nominations to National Institute for Literacy
Advisory Board
Ten Appointees to Guide Federal Commitment to Literacy Across the Lifespan
WASHINGTON - With growing national attention focused on improving reading
and literacy skills for all Americans, the U.S. Senate officially approved
a new 10-person advisory board for the National Institute for Literacy
(NIFL). The nominees, initially put forward by President Bush in 2002,
were appointed to terms of one to three years.
"This is an exciting time for the National Institute for Literacy, and we
look forward to working with the Advisory Board to ensure that all
Americans - from infancy through adulthood - develop a foundation for
reading and literacy skills that will serve them successfully throughout
their lives," said NIFL Interim Director Sandra Baxter.
The NIFL Advisory Board members represent all segments of the learning
community, including: higher education; research; state education
administration; local education practice; and not-for-profit community
organizations.
The new NIFL Advisory Board includes:

The National Institute for Literacy was established by the National
Literacy Act of 1991. Administered by the Secretaries of Education,
Labor, and Health and Human Services, it is charged by the Workforce
Investment Act to provide leadership regarding literacy,
coordinate literacy services and policy, and serve as a national resource
for adult education and literacy programs. In addition, the No
Child Left Behind Act directs the Institute to disseminate findings from
scientifically based reading research. The NIFL Advisory Board
will guide the Institute's work to implement those directives.
Recently, the Institute partnered with the National Institute of
Child Health and Human Development and the Office of Vocational
and
Adult Education in the US Department of Education to launch a new research
network to study the most effective methods and approaches for teaching
reading skills to adults. More than $18 million was awarded to six teams
of researchers.
The Institute also has worked very closely with the Office of Elementary
and Secondary Education in the US Department of Education to ensure that
applicants for Reading First funding have been provided information about
scientifically based reading research.
