[NLA] Info: NCL Web Site Update

The Policy and Legislation section of the National Coalition's (NCL) web
site has just been updated. Please check out the following items:

1.  The final version of the Omnibus Literacy Legislation Concept Paper
mentioned in earlier posts

2.  A 3-color NCL Policy Brief, which provides an overview of the adult
education, language, and literacy system and summarizes NCL policy
recommendations -- a good handout for Senators and Congresspersons

3.  Appropriations Recommendations for FY'04, which include Tom Sticht's
"Double Duty Dollars" investment strategies

4.  TANF Reauthorization Recommendations from the NCL -- chief among them
is opposition to adult education's inclusion in the super-wavier provision
(grassroots advocacy effort on this to follow in the coming weeks)

Right now though, keep up the good work to save adult education programs
from across-the-board cuts!
