I also URGE those who put together documents to make a chart or put footnotes 
in as to sources of funding, or eligibility for sources of funding.  I think 
it is wrong-headed not to include sources and amounts of money;  it is the 
way to make a case for funding.  When money is not mentioned except 
globally--a million, 2 million--it is hard to take "need" seriously.  Or do 
it by example--"x amount of money will 'buy' one full-time teacher, a 
computer with x programs..." or whatever. Also, we know "average" spent on 
adult literacy students; how about putting down a range?  That would capture 
the divergence between states.  Knowing how much adult literacy costs, or how 
much is spent, really pins the argument down, grounds it.

If this information is readily available, and I just don't know about 
it--apologies!  And if you could, please let me know where the financial 
information can be found.  I am sometimes behind the 8 ball on these issues 
and I have to run to catch up. Thanks.
