[NLA] building policy vision

Dear Eileen,

I am not sure whether your wish to develop a policy vision is for your work 
or for the list.  

If it is for the list, would it be possible for you, or someone else, to 
define some key terms that you think are central?  I am thinking of Freire as 
he is the granddaddy (academically) of the field and I am somewhat rusty 
about his lingo. But it could be anyone you think is key.  I am struck by the 
amount both of vocabulary and assumptions about a common vocabulary the nla 
generates.  I am sure I, myself, have erred in this direction.

However, this request may not suit anyone, and if it doesn't I'll just 
continue on my own track, no problem.
