[NLA] NCL vs the President

The National Coalition for Literacy (NCL) has advocated for Fiscal Year
2004 funding for adult education and literacy programs and the President
has put forth his requests for FY04 funding for adult education and
literacy. The following contrasts the NCLs and the Presidents
recommendations.Tom Sticht
For the AELS (State Grants):
NCL recommends $1,030 million; President requests $584.3 million, a
difference of -$445.7 million
(note these figures include the funding for Adult and Family Literacy
National Leadership activities)
NCL recommends $10 million for NIFL; President requests $6.7 million, a
difference of -$3.3 million.
NCL recommends $300 million for Even Start; President requests $175
million, a difference of -$125 million.
NCL total equals $1,340 million; Presidents total equals $766 million, a
difference of -$574 million. The President has requested 57.16 percent of
what the field, acting through the NCL, has asked for.
The Presidents request for FY 2004 is 9 percent less than what was
available in FY 2002.
