[NLA] GED program participation

While I don't have an answer, I do have a clarifying question -- when you
say GED 'programs' are you using that to mean all programs where students'
end goal  is to get a GED, or only those programs for students at the two
highest NRS levels (the levels identified as low and high 'adult secondary
education')?
