[NLA] OVAE Review - September 6, 2002

Who is DB Consultants and why is a private firm producing the OVAE Review? 
Or is it holding the meetings on the WIA Reathorization? I looked from the 
review to the "core competencies" of the company and found that they set up 
meetings and peer reviews for grant proposals, among other highly 
specialized activities (I'm trying again to get sarcasm to come across in 
writing)-- there's no one already paid by the government who can do this? 
This is an example of funding being dissipated on activities far removed 
from learners, and it supports the argument for local control and local 
accountability.
