[NLA] Workplace literacy

Also in response to the request for information on workplace or
workforce education:
Like Virginia, the Pennsylvania Workforce Improvement Network (PA WIN -
www.ed.psu.edu/pawin) has also seen tremendous growth in the arena of
workplace basic skills. Since its inception in 1999, over 40 Adult Basic
and Literacy Education Providers have affiliated with the network. Through
PA WIN, these agencies have provided basic skills services to well over 100
employers throughout Pennsylvania. PA WIN affiliated agencies conduct
intensive basic skills needs analysis in the workplace before developing
customized curriculum and are required to incorporate evaluation components
throughout the training.
PA WIN is funded by the Pennsylvania Department of Education's Bureau of
Adult Basic and Literacy Education (ABLE). As part of the Bureau's
ABLEworks initiative, PA WIN is one of 6 projects in the Commonwealth
focused on basic skills in the workplace. The services provided by PA WIN
affiliated agencies are:
* For incumbent workers only,
* Customized to specific workplaces,
* Rooted in the foundation skills framework
(www.ed.psu.edu/foundationskills),
* Poised to encourage future fee-for-service training contracts.
