[NLA] More on OERI

Dear Cecil,

The report you cite will be in next weeks Chronicle, I'll have to wait until 
then.  If OERI vanishes in the future, it looks as though this new 
Institute/Academy will take over the grant funding.  And what might happen to 
NIFL? Who created it?  Under OERI?  What's the link to OERI?

I need a flow chart.
