Did you just find out about this? pResident Bush has directed that Vista and 
Americorp volunteers be directed at homeland security, although different 
national service offices in different states have latitude in terms of 
defining specific activities as related to homeland defense.

Do not think in terms of snooping. Maybe the Vista tutors could provide units 
on biological and chemical threats of all kinds, including to the 
environment, or the importance of immunizations, or the health care system, 
or civics literacy, etc. Tell the program to be creative without fostering a 
police state.

But yes, this has happened.
