[NLA] policy to promulgate research

With this message, I'm trying to tie together two threads:
1. Debbie Yoho's question: Does anyone have ideas about specific policies 
that would help promulgate "good" research? (see her message for the 
discussion of what I've encapsulated in "good"), and

2. Carl Guerriere's question: What's next for legislative advocacy?

First, two specific policy suggestions: Waive compliance with established 
accountability measures for programs that want to try innovative practices 
that will demonstrate accountability in ways that meet the needs of those 
program's learners. And waive tuition in graduate courses for adult 
education teachers and administrators. The purpose for the second is to set 
the stage for participatory research that documents the impact of 
alternative accountability efforts (and other research). Such research can 
come from within programs, and be guided (<not> directed!) by a professor as 
a part of graduate education for practitioners, and foster the development 
of researcher/practitioner partnerships and dialogue.

Second, in response to Carl's question, as responses to Debbie's question 
develop, I think that may give us a sense of how we need to focus our 
advocacy efforts. Even as that happens, though, we can build on the 
relationships we've begun to establish with senators and representatives and 
their aides. Off the NLA list, we can have discussions within states about 
what our message should be and how to get it across. We could invite 
senators and reps to discuss the issues facing adult literacy learners and 
practitioners while Congress is adjourned, ask them to visit a class or 
tutoring session, and help them realize the implications of their actions 
(or inactions) around adult literacy.
