[NLA] e-mail glitch and NM update

NLA Colleagues,

For most of Friday, 11/22,  the server which houses the NLA list was 
down.  Messages sent between 10:00 A.M. and 5:00 P.M. did not reach the 
list.  please re-send them.

David:  I just sent the nla list two messages; both were bounced back to
me saying undeliverable.  Not quite sure where the problem is, but I
want the list to know that I received a call from Bingaman's office that
he's signed on and I have a call in to Domenici's office and am waiting
to hear back.
