[NLA] Breaux-Hatch NIFL Letter -- Co-signer Update: 8

I just spoke to the education aid in Sen. Boxer's office.  He said he 
couldn't guarantee it, but he thought Boxer would be interested.  I'll call 
again tomorow to check in.  That's the latest--
