[NLA] Breaux-Hatch NIFL Letter -- Co-signer Update: 8

dear all

just got off the phone with  two ed. assistants of my senators' 
office; one of whom had noticed that the usual literacy folks from 
the senate hadn't yet signed on

Being able to read this list was *very* helpful; neither senator has 
yet committed, but both of their ed. people are working on getting 
the letter at least considered.  Given what all else is going on in 
DC this week, it's a small good thing.
