We used this approach when I worked in independent schools. The evaluating
team was made up of members from other schools. Ahead of time the school
prepared a "rigorous, systematic" self-evaluation by working through a list
of questions. The evaluation team then observed, looked at documents, talked
with faculty, students, the board, and met with staff to contrast and
compare, discuss findings. Always there were younger and older faculty,
administrators on the evalaution team, kind of like using a "starter" in
making bread, to make sure the knowledge of this type of evalaution would not
be lost. Strengths were acknowledged as well as areas that needed more work.
Perhaps specific goals were set. Every so often the school where I worked
would invite in a respected "elder," to visit and add their perspective.
