Debbie, "goal-free evaluation" (the evaluator does not know anything about the program's goals and objectives)is not a particularly useful or helpful approach.  It also does not guarantee "objectivity."  It is not used within the evaluation community as often as other forms of evaluation, including participatory and empowerment evaluation.
