Committee for Education Funding Appropriations Update
November 14, 2002
The House passed H J. Res 124, its fifth Continuing Resolution yesterday,
November 13th, 2002, by a vote of 270-143 (Roll Call 474). The CR makes it
possible for the government to remain funded at FY'02 levels until January
11th, 2003 and [in effect] cuts education funding when inflation and rising
enrollments are taken into consideration.
Reportedly, House GOP leaders decided to "pull the plug" on FY'03
appropriations because of the unstable leadership situation in the Senate,
which would have complicated negotiations. The Senate is also expected to
vote on the CR by early next week.
Appropriators will resume consideration of the FY '03 appropriations process
in early January when Republicans will control both chambers. It is possible
that House Appropriations Chairman Young (R-FL) and incoming Senate
Appropriations Chairman Stevens (R-AK) will consider an omnibus
appropriations bill, which would consolidate funding for the remaining 11
appropriations bills.
The 108th Congress will convene on January 7th, 2003.
The National Coalition for Literacy is a member of CEF. CEF is an membership
organization comprised of mostly national education associations. It's sole
purpose is to advocate for increases in education funding in total.
