I agree with Janet.  If it has to do with policy, it has to do with choice 
and it has to do with money.  When you have choice you have value--eg, on 
what bases is one making choice?  Master the core technology, in this case 
teaching and learning how to read and write, and you are 100% better informed 
on choice.  Example:  in assessment, compare different types for validity and 
reliability as they reflect the NICHD (Reid Lyon) 4 principles I talked about 
yesterday.  General principles can be OPERATIONALIZED many ways.
