[NLA] Is classifying trainees helpful?

Would it be a good thing to classify adults for
literacy training?  For instance:

1.  English speaking adults who went through English
speaking schools but cannot read/write capably.

2.  Non-English speaking adults who can read/write
another language.

3.  Non-English speaking adults who cannot read/write
any language capably.

Should they be treated differently?
