ACTION AGENDA
Sende-mail, fax or phone messages to your member of the House of
Representatives and any Senators from your State who serve onany of the
Committees or lists shown below.
Tell them:
that adult educators are opposed to being included in the waiver provisions
contained in theHouse welfare reauthorization proposal (HR4092) and
respectfully request thatadult education not be subject to the waiver
authority because:
the measure is so broad that it could allow larger programs toswallow up
smaller ones thatthe Congress has seen fit to authorize - there is no
guarantee that monies willbe expended on the goals and purposes of
contributing programs in proportion tothe size of their contribution;
it could violate State constitutional separation of powers between
educationagencies and Governors in many States;
it could endanger the hard fought principle of direct andequitable access to
adult education State grant funds by community, volunteer,and faith-based
programs by assigning responsibility for adult education to a single provider
agency;
it could override statewide needs assessments and planningprocesses;
it could change eligibility requirements to abandon populationstargeted by
the Congress;
it raises a number of problems with respect to accountability targets and
incentive grantsbecause of potential diversion of monies to activities that
would notcontribute to meeting negotiated targets; and
the Adult Education and Family Literacy Act already givessufficient
flexibility to States to respond to its adult educationneeds, including the
needs of welfare recipients and the objectives of thewaiver process can be
accomplished through memoranda of understanding betweencooperating programs –
involving specific waiver requests, ifneeded.
