[NLA] Measuring demand and latent demand

Maybe we should ask for help on this problem fro mthe communities actually 
involved,  I don't have a major strategy, this is merely a thought.  For 
example, VALUE members probably have a better understandng of need/want in 
their communities than we outsiders have.  Just so with people within Native 
American communities.

Not to have an idea about who wants our services is pretty weird.  What other 
group seeking funds would do so not knowing ACTUAL NEED?  Meaning, I guess, 
ACTUAL WANT?
