[NLA] Push outs into adult ed

NLA Colleagues,

NLA list member Marguerite Lukes, from New York's Literacy Assistance 
Center, calls our attention to an article on the influx of 16-19 year 
olds into New York City's adult education programs and the impact that 
is having.  She wonders if others around the country are facing this 
problem.

How we would describe the problem: overcrowding of classes, lack of fit 
between adult education and (relatively immature) 16-18 year old high 
school drop-outs, or are there are problems, too?  I wonder if any 
cities or states are addressing this problem, and if so how? Are there 
new young adult programs being created to meet this need? If so, where, 
and what do they look like?
