Dear Kathleen,

What to do?

As I recall, and believe me I can be wrong on this, there never was large 
scale public education in Pakistan.  There were attempts by USAID to improve 
education there, but that didn't work out, I'd have to read a lot of reports 
to find out why.  

The knowledge of how to run good schools is available in the US, we actually 
know how to do this.  But we don't increase gas mileage in cars, either, and 
we know how to do that, too.
