I can give just small answers to some of your good questions.

    The Peterson study of 3 public school systems shows, I believe, that the 
scores of kids in voucher schools went up, AND the scores of those in public 
schools did too.  There was no big outflow of money from the school 
system--whether this is because additional monies were provided, I don't 
know.  Also, all types of students, good, bad, indifferent went to voucher 
schools, there was no creaming.  I haven't heard yet of figures re dropouts 
and changes in their numbers.

I expect crummy voucher schools will spring up like mushrooms because of the 
money--yes, I know it isn't very much, but somehow people get around that.
